Following last monthÕs
release of the Protocol by the Federal Government, it is now time to decide
if you want to register. Firstly, it is important to
note again that the Protocol is voluntary and landfills previously ÔcoveredÕ under the now repealed Clean
Energy Act have a clear choice to register under the industry ÔprotocolÕ or
to take no action. For those landfill owners
who decide to register, the first action required is to gather all relevant
data relating to carbon charges during the 2012/13 and 2013/14 period and
have this audited. The issues
that need to addressed are: 1.
Amount of revenue collected. 2.
The total spend on
administration or confirmation that the 10% administration fee cap can be substantiated. 3.
Confirmation of the income
tax paid on revenue collected (if
applicable). 4.
Validate the cost of ACCUs
already acquitted in February 2015. 5.
Validate the total of any
refunds already paid to councils 6.
Calculation of the refunds
payable to councils. 7.
Calculation the dollar residual figure that will be settled via the
purchase/transfer of carbon credits and the complying investment. At least a Ôlimited assuranceÕ audit should be
undertaken to ensure both the process and the reported data are reviewed. Once this exercise is complete contact the
Department of Environment (gareth.prosser@environment.gov.au) and confirm
your intention to register under the Protocol. Note – for those landfill owners proposing to
surrender international units to the Clean Energy Regulator, please note the
transfers must be completed by October 30, 2015. |
An ÔexposureÕ draft of the
GovernmentÕs Emission Reduction Fund ÒSafeguard MechanismÕ was released
Wednesday. The document can be viewed
at http://www.environment.gov.au/climate-change/emissions-reduction-fund/about/safeguard-mechanism It appears the mechanism will only impact larger landfills,
but more information will be made available following next weekÕs briefing
session. |

reminder that NGERs reports for 2014/15 are due at the end of October. This will be the last report with the
Global Warming Factor (GWF) set at 21. From 2015/16 the GWF
